Ground for banishment.
Has no honest occupation in the Colony, has been convicted
of carrying firearms, is a thief and a dangerous character.
His solicitor replied as follows:-
Sir,

I have to thank you for your letter of today enclosing copy
charge, and will see the Secretary for Chinese Affairs thereon.

He then saw the Secretary for Chinese Affairs who refused to
make the charges mere definite or to tell him what the evidence
was in support of them.
His solicitor then wrote as follows:-

I have the honour to acknowledge the receipt of your latter
of the 8th instant (No.76 in 5/14).

I have attended on the Secretary for Chinese Affairs but he
has declined to permit me to see the evidence in support of the
charges or to cross examine the deponents.
As the charges "he is a thief and a dangerous character" are
hopelessly vague it is most unjust to require him to meet them
until they are made more specific, and it is contrary to all
recognised principles that he should be even tried, much less
condemned on evidence which is withheld from him and his
representatives. It would seen however that these charges have
